Step 1: Remove hurdles and design policies to incentivise new generation capacity coming from the private sector.

Step 2: Address the gap between the purchase and sale price of electricity with tariffs and tariff reform programmes.

Step 3: Utilise models like PPPs to improve inter-regional distribution capacity.

Step 4: Adopt market measures for funding new and existing power utilities and for risk management of large plants.

Step 5: Mitigate theft – T&D losses can be brought under control by aggressively attacking power theft.
