High booking fees and hand luggage restrictions are two practices of some low-cost airlines to be tackled by politicians, following a new resolution adopted by the European Parliament.

The resolution also said EU aviation policy should focus more on the needs of regional airports, as these airports are vital for social and economic development and can reduce congestion at big hubs. This could be done by integrating them in the Trans-European Transport Networks (TEN-T).

Philip Bradbourn MEP (UK, Conservative) said regional airports are: “currently priced out of the market, leading to greater consolidation between major airports and airlines, the result being less choice and higher prices for customers.

“This must be counteracted by removing economic barriers and better defining their role in the transport network.”

Bradbourn called on the Commission to speed up work on the Single European Sky initiative and to find a way for regional airports to help alleviate capacity problems in bigger airports.

However, MEPs said “certain practices of dominant low-cost airlines” need to be tackled, including “abusive” booking fees, hand-luggage restrictions (which impacts on retailers at the airport) and a cap on overweight baggage charges should be considered.

What do you think of this latest resolution? Is the pledge to tackle some airline fees and restrictions fair? Have MEPs got it right in terms of their analysis of the problems facing regional airports and they ways they could be helped?

Ok, so imagine your an airline exec operating in Europe at the moment. Now imagine you’ve got a collection of the finest minds in Low Cost aviation at your mercy, waiting to answer any question you want. What would you ask? Here’s just five of the questions I’d ask:

• How should traditional business models evolve to combat rising competition from network carriers?
• How can LCC’s develop sound fuel strategies & crisis management for survival?

• How can you increase yield/seat – and how can you capture the corporate traveller?
• What distribution strategy offers the highest ROI?
• How do you maximise ancillary revenue?

Might want to add something about consolidation and how that’s going to pan out in Europe too.

Any other burning questions on the minds of low cost aviation execs you can think of?

In 2009, 80% of Alitalia airline’s revenue was generated by loyalty partners and sales fees. Ancillary revenue sources such as baggage fees, unbundling and services [...]

In 2009, 80% of Alitalia airline’s revenue was generated by loyalty partners and sales fees. Ancillary revenue sources such as baggage fees, unbundling and services went largely unnoticed. Web sales were low – less than 10% (even in 2009!) – and unbundled services were sold predominantly through the website. And even if passengers booked online, the ancillaries were widely distributed and difficult to find. Internally, ancillary revenue was managed by 3 to 4 different teams.

A change of culture and focus was needed to really get the most out of each and every flying customer. Alitalia created a single team responsible for driving ancillary revenue, and with buy-in from executive management created in internal incentive programme for project owners.

The company then created a streamlined distribution platform, dedicating an area of the website to ancillary services and a plan to broaden communication channels. New partners were secured and a dedicated offer for members implemented. Baggage fees were rationalised and a 2nd fee imposed with a focus on integrity at every stage. New commission base and unbundled services were introduced.

What was the result of this fiercely implemented ancillary revenue strategy? Between 2009 and 2011 Alitalia saw revenue/passenger grow by 15%, and continue to climb. The strategy continues to grow as lessons are learned and new challenges encountered.

Find out which lessons the company learned the hard way, and how they are adapting to continually improve ancillary services for customers – Aureliano Cicala, Head of Ancillary Revenue, IFE and Cabin Services at Alitalia, explained the full strategy and plans for the future at the World Low Cost Airlines Congress in London last year. Hotels, travel insurance and car rental companies have a great opportunity to partner with low cost carriers and other airlines, not only accessing airline customers, but also providing a key service to the revenue-driven minds within an airline business.

At the World Low Cost Airlines Congress in London last year a diverse group of airline executives and 3rd party ancillary revenue providers discussed the following:

· How can LCCs choose the best partner? What are the ingredients of a successful partnership?

· How can airlines cater to a diverse demography through ancillary revenues?

· Improving conversion rates by implementing an attractive rewards programme

· How to compete more effectively against the OTAs and supplier direct with your non-air ancillary products

· How can LCCs take advantage of your “first kiss” status with your customers?

· What lies beyond the big 3 of cars, hotels and insurance-what can we lean about future customer needs?
